It's good to replace the bushing and seal if you are rebuilding an engine, especially if it knocks slightly at idle, which can be caused by a worn top bushing. Be careful not to cut the seal on the flywheel keyway of the crankshaft during installation though - if there is even a small cut in the seal, the engine will leak oil while running.
